(USGA Rule 7-1b.) The rules committee may disregard that rule (or others) if they so choose, but in theory, it must be stated in the condition of competition (CoC). Otherwise all USGA rules are supposed to apply. I know at my old club, more than a few guys have been disqualified in the club championship for playing between rounds, because it wasn't specifically stated in the CoC that it was allowed. There were some arguments the first year it happened, but in the end they decided that rules are rules and held the guy who played between rounds on the course responsible for knowing the rules and had to disqualify him. When it happened again, the precedent at the club had already been set, so the arguments went nowhere. Immediate DQ. Our membership was pretty serious about rules, particularly Club Championships.
